HAVA Information HAVA (Help America Vote Act) was passed by Congress after the 2000 election. The monies appropriated by Congress, $2.3 billion, is for new voting equipment and electoral reforms in each state. New York State had a Task Force appointed by the Governor to make recommendations as well as a report with recommendations was presented by the Attorney General. The New York State Senate and Assembly is responsible for the legislation to reform the election laws to be signed by the Governor. They must complete the reforms for the 2006 election.
